There are hundreds of semi-autos that will not hold more than 12 rounds. Go check any of the annual Shotgun News or Gun Digest buyer's guides.

"Capable of" would have to apply to the condition of the existing weapon, and as long as no extended magazines are added, there should be plenty of options that would still be legal.

The easy work-around is to have plenty of pre-loaded mags on hand, and for extra flexibility, have several weapons preloaded and prepositioned for next ATF raid on your "compound."

As for the thinly veiled threat that if we don't support Gilmore we are going to lose our gun rights, that is a sad situation when the Republican candidate has nothing positive to offer, so we, the voters, must be threatened into voting for him.

Here's my list of people whom I think should be allowed to use guns: security professionals, military, and trained hunters. All must have physical and psychological checks before being issued a gun. If you want the right to bear arms, then join the military, police force, or a hunting club. Otherwise, carry some mace, a whistle and a pocket knife. My two cents as someone who has seen the WRONG people have access to guns. This ruling won't help anything.

157 pages? Go back and read the dissents.

Impact on DC implementation? DC Mayor Adrian Fenty and Acting Attorney General Nickles intend to follow existing DC law, which forbids private ownership of any firearm capable of firing 12 or more rounds without reloading. This groups together fully-automatic machine guns, autoloading assault weapons, and semi-automatic handguns. There are few semi-automatic handguns that cannot be easily modified to fire 13 or even 30 rounds without reloading.
